Alright, since there seems to be some level of confusion as to where the Respawn is for each base, I shall describe in detail where it is for both teams.

On the second floor of each base, there is a secret staircase accessible only by members of the specific teams, it has sensors that detect the Respawn chips in each individual, no Spy can fool it and any tampering by an Engineer causes a complete system shut down that makes the Respawn and Resupply completely inaccessible for 24 hours.
This staircase goes down from the second floor, past the first floor, down into a basement bunker area consisting of a long hallway with two exits onto either end of the battlefield and a medium sized room in the middle. Entering this room, the first half of it is the Resupply where extra weapons and ammunition are kept for battle, then there is a sealed doorway (again, only accessible by team members) that leads into a room lined with the reassembly pods of the Respawn system (there are 12 individual pods). The actual mechanisms and working parts of Respawn are underneath this room in a tunnel-like crawl space, accessible by a hatchway sunk into the center of the room.

BLU's has had plant problems and there appear to be tree roots attempting to break through the ceiling if the visible cracks are anything to go by, and RED's has been repeatedly flooded by a poorly placed battlefield entrance.
